Abstract:

The industrial sector is one of the most important development sectors that helps countries provide their economies with diverse sources of income and address many problems such as poverty and unemployment. Accordingly, all countries seek to develop this sector to achieve the best possible outcomes (Khader, 2021). The idea of localizing industry is one of the strategies used to achieve that, and it means choosing the best environments to establish specific industries. Moreover, choosing the best locations and environments economically, socially, geographically, and politically to establish industrial projects and distributing them across the geographical scope of the state. This comes as a step toward obtaining an effective and highly productive industrial fabric (Baouni, 2020). Entities wishing to localize their industrial projects target places where resources are available that are commensurate with the nature of the industrial activity. The best location is the place where the necessary supplies are available (Lakshmikanthan & Tabiri, 2012). Therefore, localization of industry is a means through which supply and logistical costs can be reduced and supply chain flexibility enhanced by increasing the share of local supply. Raising the share of materials from local sources improves work flexibility and enhances the ability to confront economic challenges and crises and the resulting lack of certainty (Nalcioglu & Kilic, 2017), especially since improving supply chain performance, which includes managing networks to obtain raw materials, manufacture products or create services, store goods, distribute them, and deliver them to customers and consumers, contributes to enhancing the efficiency of the production process and improving competitive advantage (El-Tamimi, 2015). Based on the above and due to the importance of upgrading the industrial sector in northern Syria, this study aims to identify the impact of industry localization on improving the efficiency of supply chain performance (flexibility, relationships, and responsiveness) in localized industrial facilities in northern Syria. The study will adopt a quantitative approach, where a questionnaire will be developed as the main tool for collecting the necessary data. The study population consists of senior management in factories located in the industrial city of Mare. The study sample will be selected randomly to include 150 managers from senior departments from the original study population. It is expected that the results of the study indicate that industry localization helps industrial establishments improve the efficiency of supply chain performance in general and contributes to enhancing the efficiency and flexibility of the chain, the relationships between the parties concerned, and the responsiveness achieved by the chain. In light of these results, the study can provide a set of recommendations, including the need for countries to encourage investors and owners of funds who wish to establish industrial facilities to localize them and choose places that help them find resources that serve their businesses. Work should also be done to enhance the awareness of senior management about supply chain practices and operations and how to improve them. On the other hand, the necessary facilities must be provided to help factories implement localization processes and apply them in a way that enhances the effectiveness of the industrial fabric.
