The human being is the essence of life and its basis is his feeling of security, the guarantee of his freedom and respect for his dignity at all times, and because of the violations he was subjected to, the rules of international humanitarian law were established a century ago from now. From its customary and written rules, the aim of this research is to shed light on human security and to explain the bodies operating in this way, the extent of the effectiveness of international humanitarian law and its application and the nature of conflicts. It also shows the extent of the violation of international humanitarian law and the 1949 Geneva Convention to protect civilians, especially from the Syrian regime, and to what extent was its role to protect Syrian civilians and his accountability for this system.
