Abstract:

The legal environment is one of the main factors in stimulating investment in any society, as any investor is usually interested in avoiding legal and social risks that may arise due to various changes. To provide favorable conditions for investment, the demarcation of specific geographic locations for industrial facilities has emerged, which are accompanied by legislative and government action to provide an appropriate legal environment, along with other factors to make them successful.

Before the Syrian revolution in 2011, Syria had a recent experience with industrial zones, where a set of relevant legislation was issued, while many countries before Syria had developed legal organization for these zones, such as the case of Palestine, even though there was an ongoing conflict, unlike the Syrian case at that time. Local models also witnessed similar experiences, such as the case of the Iraqi Kurdistan region. However, after the Syrian revolution and because of the state of relative stability in northwestern Syria, the main local councils there began to establish many industrial zones to support development and provide job opportunities.

This paper reviews the rules of legal regulation of industrial zones and deals with the study and analysis of the legal and regulatory structure of the experience of industrial zones in northern Aleppo through the approach of comparative and analyzing legal texts.

The paper reached several conclusions, the most prominent of which are: the existence of a legislative vacuum in the case of northern Aleppo that was relatively reflected in the experience of industrial zones, in addition to governance gaps in supervision, management, control, facilities and various incentives.

The paper presented a set of recommendations, the most important of which were the necessity of issuing a regulation organizing industrial zones, the creation of a central body that works in coordination and cooperation with stakeholders, the necessity of enhancing incentives and facilities with the involvement of civil society and programs and involving international institutions to develop capacity and experience.
